Annotation requirements.
The abstract should contain 150-250 words,

The abstract should indicate the purpose and objectives, a summary of the work and the conclusions set by the author in the article.

The abstract should be informative, reflect the main provisions and conclusions reached by the author of the article, and not contain unnecessary information.

The logic of the abstract should coincide with the logic of the presentation of the material in the article, the facts given in the abstract should follow one from the other.

The text of the abstract should be coherent, using words of cohesion: "consequently", "moreover", "as a result", etc.

Generalizations and evaluation of the research results, conclusions drawn in the work should be presented.

Requirements for writing an article.
The article should be structured and contain the main components:

Introduction (relevance of the article, its contribution to science, including the world).

The research methods used by the author of the article.

The main part of the article (theoretical and practical significance of the article, comparison of different points of view on the problem under study (domestic and foreign studies), the author's own view on the issue.

The results of the study and the conclusions reached by the author.

Conclusion (the results of the article are summarized, correlated with the purpose stated in the introduction).

The article must not have been previously published.

Bibliographic list and references.
The bibliographic list should contain 15-25 sources (including English-language sources);

The bibliographic list should be designed in accordance with GOST 7.1 – 2003 "Bibliographic record. Bibliographic description";

Bibliographic references are made in accordance with GOST R 7.05-2008 "Bibliographic reference";

Self-citation - no more than 2 sources.

1. GENERAL PROVISIONS

1.1 The Editorial Board and editorial boards of the scientific journal Bulletin of the V.N. Tatishchev Volga University adhere to the principles of publication ethics accepted by the international community, reflected, in particular, in the recommendations of the Committee on Ethics of Scientific Publications (COPE), the Code of Ethics of Scientific Publications), and also takes into account the valuable experience of reputable international journals and publishers.

1.2 The editorial policy of the journal is based on the traditional ethical principles of Russian scientific periodicals and is based on the ethical standards of editors and publishers, as set out in the Code of Conduct and Best Practice Guidelines for the Editor of the Journal (Code of Conduct and Best Practice Guidelines for Journal Editors) and the Code of Conduct for the Publisher of the journal (Code of Conduct for Journal Publishers), developed by the Committee on Publication Ethics - Committe on publication ethics. In the process of publishing, the editorial board and editorial boards of the journal are guided by the international rules of copyright protection, the norms of the current legislation of the Russian Federation, and international publishing standards. The editors ask the authors to follow the rules below and the attached samples of accompanying documents.

1.3 In order to avoid unfair practices in publishing (plagiarism, presentation of false information, etc.), in order to ensure high-quality content of scientific publications, and public recognition of scientific results obtained by the author, each member of the editorial board, author, reviewer, publisher, and institutions involved in the publishing process must comply with ethical standards and norms and rules and take all reasonable measures to prevent their violations. Compliance with the rules of ethics of scientific publications by all participants in this process helps to ensure the authors' intellectual property rights, improve the quality of publications and eliminate the possibility of misuse of copyrighted materials in the interests of individuals.

1.4 The main terms used in this regulation:

Ethics of scientific publications is a system of norms of professional behavior in the relationships between authors, reviewers, editors, publishers and readers in the process of creating, distributing and using scientific publications.

An author is a person or group of persons (collective of authors) involved in the creation of a publication of scientific research results.

The Editor–in-Chief is the person who heads the editorial office and makes the final decisions regarding the production and release of the journal.

Publisher is a legal entity or individual who publishes a scientific publication.

A scientific article is a completed and published author's work.

Plagiarism is the deliberate appropriation of authorship of someone else's work of science or art, other people's ideas or inventions. Plagiarism may be a violation of copyright and patent laws and, as such, may entail legal liability.

An editor is a representative of a scientific journal or publishing house who prepares materials for publication, as well as maintains communication with authors and readers of scientific publications.

The Editorial Board is an advisory body consisting of a group of reputable persons who assist the editor–in-chief in selecting, preparing and evaluating works for publication.

A reviewer is an expert acting on behalf of a scientific journal or publishing house and conducting a scientific examination of copyrighted materials in order to determine the possibility of their publication.

A manuscript is an author's work submitted for publication to the editorial board, but not published.

2. PRINCIPLES OF PROFESSIONAL ETHICS IN THE ACTIVITIES OF THE EDITORIAL BOARD OF THE JOURNAL

In its activities, the editorial board of the journal is responsible for the publication of copyrighted works, which entails the need to follow the following fundamental principles and procedures:

2.1. To facilitate the fulfillment of ethical responsibilities by the editorial board, the editorial and publishing group, the editorial board, reviewers and authors in accordance with these requirements.

2.2. To provide support to the editorial board of the journal in reviewing claims to the ethical aspects of published materials and to help interact with other journals and/or publishers, if this contributes to the fulfillment of the duties of editors.

2.3. To ensure the confidentiality of the publication and any information received from the authors until its publication.

2.4. Be aware that the magazine's activities are not a commercial project and do not have the purpose of making a profit.

2.5. Be prepared to post corrections, clarifications, refutations, and apologies when necessary.

2.6. Provide an opportunity to exclude publications containing plagiarism and false information.

2.7. The editorial board of the journal has the right to reject the manuscript or require the author to finalize it if it is designed in violation of the Rules adopted in this journal.

2.8. The article, if accepted for publication, is placed in the public domain; copyright is reserved for the authors.

2.9. Post information about financial support for research, if the author provides such information to the article.

2.10. If significant, grammatical, stylistic and other errors are found, the editorial staff undertakes to take all measures to eliminate them.

2.11. Coordinate the editorial proofreading with the author.

2.12. Do not delay the issue of the journal.

2.13. Manuscripts and accompanying documents that have not been accepted for publication will not be returned.

2.14. Submission of an article to the editorial board of the journal means the authors' agreement with the stated rules and consent to post the full version of the article on the Internet on the official website of the Scientific Electronic Library eLibrary.RU, on the magazine's website http://vuit.ru , freely available, as well as using personal data in the open press.

3. ETHICAL PRINCIPLES THAT SHOULD GUIDE THE AUTHOR OF A SCIENTIFIC PUBLICATION

When submitting materials to the scientific journal Bulletin of the V.N. Tatishchev Volga State University, the authors (or a team of authors) realize that they are responsible for the novelty and reliability of the results of scientific research, which implies compliance with the following principles:

3.1. The authors of the article should provide reliable research results. Knowingly erroneous or falsified statements are unacceptable.

3.2. The authors must ensure that the research results presented in the submitted manuscript are completely original. The borrowed fragments or statements must be formalized with the obligatory indication of the original source. Excessive borrowing, as well as plagiarism in any form, including unformulated quotations, paraphrasing or attribution of rights to the results of other people's research, are unethical and unacceptable. The presence of a loan without a link will be considered by the editorial board as plagiarism.

3.3. Authors should provide only authentic facts and information in the manuscript; provide sufficient information for verification and repetition of experiments by other researchers; do not use information obtained privately without open written permission; avoid fabricating and falsifying data.

3.4. Avoid duplication of publications (in the author's reference, the author must indicate that the work is being published for the first time). If certain elements of the manuscript were previously published, the author is obliged to refer to an earlier work and indicate the differences between the new work and the previous one.

3.5. Authors should not submit to the journal a manuscript that has been sent to another journal and is under review, as well as an article that has already been published in another journal.

3.6. It is necessary to recognize the contribution of all persons who in one way or another influenced the course of the research, in particular, the article should contain references to works that were important during the research.

3.7. Authors must comply with ethical standards when criticizing or commenting on third-party research.

3.8. All persons who have made a significant contribution to the research should be indicated as co-authors of the article. It is unacceptable to include people who did not participate in the study among the co-authors.

3.9. Authors should respect the work of the editorial board and reviewers and eliminate these shortcomings or explain them in a reasoned manner.

3.10. Authors must submit and arrange the manuscript according to the rules accepted in the journal.

3.11. If the author discovers significant errors or inaccuracies in the article at the stage of its review or after its publication, he must immediately notify the editorial board of the journal.;

3.12. The authors must provide the editorial board or the editor-in-chief with evidence of the correctness of the original article or correct significant errors if the editorial board of the journal has become aware of them from third parties.

4. ETHICAL PRINCIPLES IN THE REVIEWER'S ACTIVITY

The reviewer carries out a scientific examination of the author's materials, as a result of which his actions should be unbiased, consisting in following the following principles::

4.1. The manuscript received for review should be considered as a confidential document that cannot be passed on for review or discussion to third parties who are not authorized to do so by the editorial board.

4.2. Reviewers are required to be aware that the manuscripts sent to them are the intellectual property of the author(s) and relate to information not subject to disclosure. Violation of confidentiality is possible only if the reviewer claims that the materials presented in the article are unreliable or falsified.

4.3. The reviewer should draw the attention of the editor-in-Chief to the significant or partial similarity of the evaluated manuscript with any other work, as well as the absence of references to provisions, conclusions or arguments previously published in other works by this or other authors.

4.4. The reviewer should note the relevant published works that are not cited (in the article).

4.5. The reviewer is obliged to give an objective and reasoned assessment of the presented research results and clearly substantiated recommendations. Personal criticism of the author is unacceptable.

4.6. The reviewer's comments and suggestions should be objective and principled, aimed at improving the scientific level of the manuscript.

4.7. The reviewer must make decisions based on specific facts and provide evidence of his decision.

4.8. Reviewers are not allowed to make copies of the manuscripts for their own needs.

4.9. Reviewers have no right to take advantage of knowledge about the content of the work before its publication.

4.10. A reviewer who, in his opinion, does not have sufficient qualifications to evaluate the manuscript, or cannot be objective, for example, in case of a conflict of interest with the author or the organization, should inform the editor-in-chief with a request to exclude him from the review process of this manuscript.

4.11. The review of the article is confidential. The full name of the reviewer is known by the responsible scientific editor and the editor-in-chief of the journal. This information has not been disclosed.

5. PRINCIPLES OF PROFESSIONAL ETHICS IN THE ACTIVITIES OF THE EDITOR-IN-CHIEF

In his work, the editor-in-chief is responsible for the publication of copyrighted works, which imposes the need to follow the following fundamental principles:

5.1. When making a decision on publication, the editor-in-chief of a scientific journal is guided by the reliability of the data presentation and the scientific significance of the work in question.

5.2. The editor-in-chief should evaluate the intellectual content of the manuscripts regardless of race, gender, sexual orientation, religious beliefs, origin, citizenship, social status or political preferences of the authors.

5.3. Unpublished data obtained from submitted manuscripts should not be used for personal purposes or shared with third parties without the written consent of the author. Information or ideas obtained during editing and related to possible benefits should be kept confidential and not used for personal gain.

5.4. The editor-in-Chief should not allow materials to be published if there are sufficient grounds to believe that they are plagiarism.

5.5. The Editor-in-Chief undertakes to:

– constantly improve the work of the editorial staff of the magazine;

– follow the principle of freedom of opinion;

– exclude the influence of business interests or politics on the decision-making on the publication of materials;

– to make a decision on the publication of materials, guided by the following main criteria: correspondence of the manuscript to the subject of the journal; relevance, novelty and scientific significance of the submitted work; clarity of presentation; reliability of results and completeness of conclusions. The quality of the research and its relevance, compliance with the subject of the journal are the basis for the decision to publish the work.;

– take all reasonable measures to ensure the high quality of the published materials and protect the confidentiality of personal information;

– take into account the recommendations of the reviewers when making the final decision on the publication of the article. The responsibility for the decision on publication lies entirely with the editorial board of the journal.;

– to justify their decision in case of acceptance or rejection of the article;

– to provide the author of the manuscript with an opportunity to substantiate his research position;

– when changing the composition of the editorial board, do not reverse the decisions of the previous composition on the publication of the material.

5.6. The editor-in-Chief should not leave unanswered claims regarding the reviewed manuscripts or published materials, as well as, if a conflict situation is identified, take all necessary measures to restore the violated rights of the author.

6. GUIDELINES FOR THE PUBLICATION OF ARTICLES

6.1. Compliance with publishing ethics by the editorial board.

6.2. Compliance with the guidelines of publication ethics when rejecting articles.

6.3. Prevention of damage to intellectual and ethical standards.

6.4. Willingness to post corrections, clarifications, rejections, and apologies when necessary.

6.5. Preventing the publication of plagiarism and fraudulent data.

7. CONFLICT OF INTEREST

In order to avoid violations of publication ethics, conflicts of interest between all parties involved in the process of publishing the manuscript should be excluded. A conflict of interest arises if an author, reviewer, or member of the editorial board has financial, scientific, or personal relationships that may influence their actions. Such relationships are called dual obligations, competing interests, or competing loyalties.

In order to prevent conflicts of interest and in accordance with the accepted ethical standards of the journal, each of the parties has the following responsibilities.

The editor-in-chief is obliged to:

– transfer the manuscript for review to another member of the editorial board if the originally appointed reviewer has a conflict of interest with the author of the submitted manuscript.;

– request information from all participants in the process of publishing the manuscript about the possibility of competing interests.;

– to decide on the publication of information specified in the author's letter concerning a conflict of scientific and/or financial interests, if it is not confidential and may affect the evaluation of the published work by the reader or the scientific community.;

– ensure the publication of amendments if information about a conflict of interest was received after the publication of the article.

The author must:

– specify your place of work, academic degree, title, position, and email address.

The reviewer must:

– inform the editor-in-chief about the existence of a conflict of interests (ambivalent obligations, competing interests) and refuse to review the manuscript.

Violations

If a situation arises involving a violation of publication ethics on the part of an editor, author, or reviewer, a mandatory investigation is required. This applies to both published and unpublished materials. The Editorial Board is obliged to request clarification, without involving persons who may have a conflict of interest with one of the parties.

If material containing significant inaccuracies has been published, it should be corrected immediately in a form accessible to readers and indexing systems.

The scientific article for publication is provided in electronic form.

The electronic version of the article is sent to the appropriate addresses.

The electronic form of the scientific article is accompanied by:

The deadline for submitting articles is no later than one month before the publication is published, in accordance with the approved schedule for the current year.

Articles are accepted for publication upon receipt of payment. If the article has not been reviewed and has not been accepted for publication, the author will receive a refund, with the exception of 1,200 rubles (for reviewing).

The publication of articles for full-time graduate students is free of charge, provided that the author provides a certificate certified by the graduate school indicating the number of the enrollment order and confirmation of training. The number of articles by graduate students in the issue of the Bulletin of VUiT is limited.

Payment for author's articles from legal entities is accepted, subject to the conclusion of an agreement between the Volga Region University named after V.N. Tatishchev (the Institute) and the legal entity. The contract must be provided in two copies and the Author's certificate must be sent by Russian post to the appropriate addresses.

The journal "Vestnik of Volzhsky University named after V. N. Tatishchev" is published since 1998. During this time the publishing house of Volzhsky University published 204 issues of the journal: "Jurisprudence/Legal Sciences" - 92 issues, "Economics/Economic Sciences" - 43 issues, "Ecology" - 17 issues, "Computer Science" - 24 issues, "Humanities and Education/Humanities" - 28 issues. 

Since June 2011 the Journal is included in the VAK list of recommended journals, which must be published the main scientific results of dissertations for the degree of doctor and candidate of sciences.

Journal "Vestnik of Volzhsky University named after V.N. Tatishchev" is registered by the Federal Service for Supervision in the field of Communications and Mass Media. Registration number PI ¹ FS77-35612 from March 12, 2009 ISSN 2076-7919. Subscription index in the electronic catalogue of Russian Post - PN022. 

The journal "Vestnik of Volzhsky University named after V.N. Tatishchev" is included in the system "Russian Science Citation Index" (RSCI). 

Since January 1, 2019, the consolidated form of the journal "Vestnik Volzhskogo Universiteta imeni V.N. Tatishcheva" has been divided into three scientific areas: philology (literary studies), economics, and law.

 Starting from October 1, 2024, the consolidated form of the journal "Vestnik Volzhskogo Universiteta imeni V.N. Tatishcheva" will be divided into three groups of scientific specialties: law, economics, and philology.

A scientific article should contain:

title of the article (in Russian and English);

The abstract should indicate the purpose and objectives, a summary of the work and the conclusions set by the author in the article.

The abstract should be informative, reflect the main provisions and conclusions reached by the author of the article, and not contain unnecessary information.

The logic of the abstract should coincide with the logic of the presentation of the material in the article, the facts given in the abstract should follow one from the other.

The text of the abstract should be coherent, using words of cohesion: "consequently", "moreover", "as a result", etc.

Generalizations and evaluation of the research results, conclusions drawn in the work should be presented.

Requirements for writing an article.
The article should be structured and contain the main components:

Introduction (relevance of the article, its contribution to science, including the world).

The research methods used by the author of the article.

The main part of the article (theoretical and practical significance of the article, comparison of different points of view on the problem under study (domestic and foreign studies), the author's own view on the issue.

The results of the study and the conclusions reached by the author.

Conclusion (the results of the article are summarized, correlated with the purpose stated in the introduction).

The article must not have been previously published.

Bibliographic list and references.
The bibliographic list should contain 15-25 sources (including English-language sources);

The bibliographic list should be designed in accordance with GOST 7.1 – 2003 "Bibliographic record. Bibliographic description";

Bibliographic references are made in accordance with GOST R 7.05-2008 "Bibliographic reference";

Self-citation - no more than 2 sources.

1. GENERAL PROVISIONS

1.1 The Editorial Board and editorial boards of the scientific journal Bulletin of the V.N. Tatishchev Volga University adhere to the principles of publication ethics accepted by the international community, reflected, in particular, in the recommendations of the Committee on Ethics of Scientific Publications (COPE), the Code of Ethics of Scientific Publications), and also takes into account the valuable experience of reputable international journals and publishers.

1.2 The editorial policy of the journal is based on the traditional ethical principles of Russian scientific periodicals and is based on the ethical standards of editors and publishers, as set out in the Code of Conduct and Best Practice Guidelines for the Editor of the Journal (Code of Conduct and Best Practice Guidelines for Journal Editors) and the Code of Conduct for the Publisher of the journal (Code of Conduct for Journal Publishers), developed by the Committee on Publication Ethics - Committe on publication ethics. In the process of publishing, the editorial board and editorial boards of the journal are guided by the international rules of copyright protection, the norms of the current legislation of the Russian Federation, and international publishing standards. The editors ask the authors to follow the rules below and the attached samples of accompanying documents.

1.3 In order to avoid unfair practices in publishing (plagiarism, presentation of false information, etc.), in order to ensure high-quality content of scientific publications, and public recognition of scientific results obtained by the author, each member of the editorial board, author, reviewer, publisher, and institutions involved in the publishing process must comply with ethical standards and norms and rules and take all reasonable measures to prevent their violations. Compliance with the rules of ethics of scientific publications by all participants in this process helps to ensure the authors' intellectual property rights, improve the quality of publications and eliminate the possibility of misuse of copyrighted materials in the interests of individuals.

1.4 The main terms used in this regulation:

Ethics of scientific publications is a system of norms of professional behavior in the relationships between authors, reviewers, editors, publishers and readers in the process of creating, distributing and using scientific publications.

An author is a person or group of persons (collective of authors) involved in the creation of a publication of scientific research results.

The Editor–in-Chief is the person who heads the editorial office and makes the final decisions regarding the production and release of the journal.

Publisher is a legal entity or individual who publishes a scientific publication.

A scientific article is a completed and published author's work.

Plagiarism is the deliberate appropriation of authorship of someone else's work of science or art, other people's ideas or inventions. Plagiarism may be a violation of copyright and patent laws and, as such, may entail legal liability.

An editor is a representative of a scientific journal or publishing house who prepares materials for publication, as well as maintains communication with authors and readers of scientific publications.

The Editorial Board is an advisory body consisting of a group of reputable persons who assist the editor–in-chief in selecting, preparing and evaluating works for publication.

A reviewer is an expert acting on behalf of a scientific journal or publishing house and conducting a scientific examination of copyrighted materials in order to determine the possibility of their publication.

A manuscript is an author's work submitted for publication to the editorial board, but not published.

2. PRINCIPLES OF PROFESSIONAL ETHICS IN THE ACTIVITIES OF THE EDITORIAL BOARD OF THE JOURNAL

In its activities, the editorial board of the journal is responsible for the publication of copyrighted works, which entails the need to follow the following fundamental principles and procedures:

2.1. To facilitate the fulfillment of ethical responsibilities by the editorial board, the editorial and publishing group, the editorial board, reviewers and authors in accordance with these requirements.

2.2. To provide support to the editorial board of the journal in reviewing claims to the ethical aspects of published materials and to help interact with other journals and/or publishers, if this contributes to the fulfillment of the duties of editors.

2.3. To ensure the confidentiality of the publication and any information received from the authors until its publication.

2.4. Be aware that the magazine's activities are not a commercial project and do not have the purpose of making a profit.

2.5. Be prepared to post corrections, clarifications, refutations, and apologies when necessary.

2.6. Provide an opportunity to exclude publications containing plagiarism and false information.

2.7. The editorial board of the journal has the right to reject the manuscript or require the author to finalize it if it is designed in violation of the Rules adopted in this journal.

2.8. The article, if accepted for publication, is placed in the public domain; copyright is reserved for the authors.

2.9. Post information about financial support for research, if the author provides such information to the article.

2.10. If significant, grammatical, stylistic and other errors are found, the editorial staff undertakes to take all measures to eliminate them.

2.11. Coordinate the editorial proofreading with the author.

2.12. Do not delay the issue of the journal.

2.13. Manuscripts and accompanying documents that have not been accepted for publication will not be returned.

2.14. Submission of an article to the editorial board of the journal means the authors' agreement with the stated rules and consent to post the full version of the article on the Internet on the official website of the Scientific Electronic Library eLibrary.RU, on the magazine's website http://vuit.ru , freely available, as well as using personal data in the open press.

3. ETHICAL PRINCIPLES THAT SHOULD GUIDE THE AUTHOR OF A SCIENTIFIC PUBLICATION

When submitting materials to the scientific journal Bulletin of the V.N. Tatishchev Volga State University, the authors (or a team of authors) realize that they are responsible for the novelty and reliability of the results of scientific research, which implies compliance with the following principles:

3.1. The authors of the article should provide reliable research results. Knowingly erroneous or falsified statements are unacceptable.

3.2. The authors must ensure that the research results presented in the submitted manuscript are completely original. The borrowed fragments or statements must be formalized with the obligatory indication of the original source. Excessive borrowing, as well as plagiarism in any form, including unformulated quotations, paraphrasing or attribution of rights to the results of other people's research, are unethical and unacceptable. The presence of a loan without a link will be considered by the editorial board as plagiarism.

3.3. Authors should provide only authentic facts and information in the manuscript; provide sufficient information for verification and repetition of experiments by other researchers; do not use information obtained privately without open written permission; avoid fabricating and falsifying data.

3.4. Avoid duplication of publications (in the author's reference, the author must indicate that the work is being published for the first time). If certain elements of the manuscript were previously published, the author is obliged to refer to an earlier work and indicate the differences between the new work and the previous one.

3.5. Authors should not submit to the journal a manuscript that has been sent to another journal and is under review, as well as an article that has already been published in another journal.

3.6. It is necessary to recognize the contribution of all persons who in one way or another influenced the course of the research, in particular, the article should contain references to works that were important during the research.

3.7. Authors must comply with ethical standards when criticizing or commenting on third-party research.

3.8. All persons who have made a significant contribution to the research should be indicated as co-authors of the article. It is unacceptable to include people who did not participate in the study among the co-authors.

3.9. Authors should respect the work of the editorial board and reviewers and eliminate these shortcomings or explain them in a reasoned manner.

3.10. Authors must submit and arrange the manuscript according to the rules accepted in the journal.

3.11. If the author discovers significant errors or inaccuracies in the article at the stage of its review or after its publication, he must immediately notify the editorial board of the journal.;

3.12. The authors must provide the editorial board or the editor-in-chief with evidence of the correctness of the original article or correct significant errors if the editorial board of the journal has become aware of them from third parties.

4. ETHICAL PRINCIPLES IN THE REVIEWER'S ACTIVITY

The reviewer carries out a scientific examination of the author's materials, as a result of which his actions should be unbiased, consisting in following the following principles::

4.1. The manuscript received for review should be considered as a confidential document that cannot be passed on for review or discussion to third parties who are not authorized to do so by the editorial board.

4.2. Reviewers are required to be aware that the manuscripts sent to them are the intellectual property of the author(s) and relate to information not subject to disclosure. Violation of confidentiality is possible only if the reviewer claims that the materials presented in the article are unreliable or falsified.

4.3. The reviewer should draw the attention of the editor-in-Chief to the significant or partial similarity of the evaluated manuscript with any other work, as well as the absence of references to provisions, conclusions or arguments previously published in other works by this or other authors.

4.4. The reviewer should note the relevant published works that are not cited (in the article).

4.5. The reviewer is obliged to give an objective and reasoned assessment of the presented research results and clearly substantiated recommendations. Personal criticism of the author is unacceptable.

4.6. The reviewer's comments and suggestions should be objective and principled, aimed at improving the scientific level of the manuscript.

4.7. The reviewer must make decisions based on specific facts and provide evidence of his decision.

4.8. Reviewers are not allowed to make copies of the manuscripts for their own needs.

4.9. Reviewers have no right to take advantage of knowledge about the content of the work before its publication.

4.10. A reviewer who, in his opinion, does not have sufficient qualifications to evaluate the manuscript, or cannot be objective, for example, in case of a conflict of interest with the author or the organization, should inform the editor-in-chief with a request to exclude him from the review process of this manuscript.

4.11. The review of the article is confidential. The full name of the reviewer is known by the responsible scientific editor and the editor-in-chief of the journal. This information has not been disclosed.

5. PRINCIPLES OF PROFESSIONAL ETHICS IN THE ACTIVITIES OF THE EDITOR-IN-CHIEF

In his work, the editor-in-chief is responsible for the publication of copyrighted works, which imposes the need to follow the following fundamental principles:

5.1. When making a decision on publication, the editor-in-chief of a scientific journal is guided by the reliability of the data presentation and the scientific significance of the work in question.

5.2. The editor-in-chief should evaluate the intellectual content of the manuscripts regardless of race, gender, sexual orientation, religious beliefs, origin, citizenship, social status or political preferences of the authors.

5.3. Unpublished data obtained from submitted manuscripts should not be used for personal purposes or shared with third parties without the written consent of the author. Information or ideas obtained during editing and related to possible benefits should be kept confidential and not used for personal gain.

5.4. The editor-in-Chief should not allow materials to be published if there are sufficient grounds to believe that they are plagiarism.

5.5. The Editor-in-Chief undertakes to:

– constantly improve the work of the editorial staff of the magazine;

– follow the principle of freedom of opinion;

– exclude the influence of business interests or politics on the decision-making on the publication of materials;

– to make a decision on the publication of materials, guided by the following main criteria: correspondence of the manuscript to the subject of the journal; relevance, novelty and scientific significance of the submitted work; clarity of presentation; reliability of results and completeness of conclusions. The quality of the research and its relevance, compliance with the subject of the journal are the basis for the decision to publish the work.;

– take all reasonable measures to ensure the high quality of the published materials and protect the confidentiality of personal information;

– take into account the recommendations of the reviewers when making the final decision on the publication of the article. The responsibility for the decision on publication lies entirely with the editorial board of the journal.;

– to justify their decision in case of acceptance or rejection of the article;

– to provide the author of the manuscript with an opportunity to substantiate his research position;

– when changing the composition of the editorial board, do not reverse the decisions of the previous composition on the publication of the material.

5.6. The editor-in-Chief should not leave unanswered claims regarding the reviewed manuscripts or published materials, as well as, if a conflict situation is identified, take all necessary measures to restore the violated rights of the author.

6. GUIDELINES FOR THE PUBLICATION OF ARTICLES

6.1. Compliance with publishing ethics by the editorial board.

6.2. Compliance with the guidelines of publication ethics when rejecting articles.

6.3. Prevention of damage to intellectual and ethical standards.

6.4. Willingness to post corrections, clarifications, rejections, and apologies when necessary.

6.5. Preventing the publication of plagiarism and fraudulent data.

7. CONFLICT OF INTEREST

In order to avoid violations of publication ethics, conflicts of interest between all parties involved in the process of publishing the manuscript should be excluded. A conflict of interest arises if an author, reviewer, or member of the editorial board has financial, scientific, or personal relationships that may influence their actions. Such relationships are called dual obligations, competing interests, or competing loyalties.

In order to prevent conflicts of interest and in accordance with the accepted ethical standards of the journal, each of the parties has the following responsibilities.

The editor-in-chief is obliged to:

– transfer the manuscript for review to another member of the editorial board if the originally appointed reviewer has a conflict of interest with the author of the submitted manuscript.;

– request information from all participants in the process of publishing the manuscript about the possibility of competing interests.;

– to decide on the publication of information specified in the author's letter concerning a conflict of scientific and/or financial interests, if it is not confidential and may affect the evaluation of the published work by the reader or the scientific community.;

– ensure the publication of amendments if information about a conflict of interest was received after the publication of the article.

The author must:

– specify your place of work, academic degree, title, position, and email address.

The reviewer must:

– inform the editor-in-chief about the existence of a conflict of interests (ambivalent obligations, competing interests) and refuse to review the manuscript.

Violations

If a situation arises involving a violation of publication ethics on the part of an editor, author, or reviewer, a mandatory investigation is required. This applies to both published and unpublished materials. The Editorial Board is obliged to request clarification, without involving persons who may have a conflict of interest with one of the parties.

If material containing significant inaccuracies has been published, it should be corrected immediately in a form accessible to readers and indexing systems.

The scientific article for publication is provided in electronic form.

The electronic version of the article is sent to the appropriate addresses.

The electronic form of the scientific article is accompanied by:

The deadline for submitting articles is no later than one month before the publication is published, in accordance with the approved schedule for the current year.

Articles are accepted for publication upon receipt of payment. If the article has not been reviewed and has not been accepted for publication, the author will receive a refund, with the exception of 1,200 rubles (for reviewing).

The publication of articles for full-time graduate students is free of charge, provided that the author provides a certificate certified by the graduate school indicating the number of the enrollment order and confirmation of training. The number of articles by graduate students in the issue of the Bulletin of VUiT is limited.

Payment for author's articles from legal entities is accepted, subject to the conclusion of an agreement between the Volga Region University named after V.N. Tatishchev (the Institute) and the legal entity. The contract must be provided in two copies and the Author's certificate must be sent by Russian post to the appropriate addresses.

The journal "Vestnik of Volzhsky University named after V.N. Tatishchev" is a scientific journal; a free tribune for the exchange of opinions on theory and practice in modern science. 

A special feature of the scientific journal "Vestnik of Volzhsky University named after
V.N. Tatishchev" is that it provides an opportunity to get acquainted with the views of leading teachers of science from Russia and CIS countries, to learn the main news and trends of science development in Russia, the countries of the near abroad. Acquaintance with scientific and scientific-practical articles, reviews of new monographs, conference materials, published in the journal Vestnik of Volzhsky University named after V.N. Tatishchev, will allow readers to successfully navigate in the modern scientific world.

 The authors of our journal are the leading and young scientists of the Russian Federation, the CIS and foreign countries, specializing in the field of economics, law, philology. The magazine provides its readers with information on the most pressing issues of legal doctrine and practice, law enforcement, economic and legal problems, as well as in the field of philological sciences.

 The main objectives of the editorial board of the journal "Vestnik of Volga Region University named after V.N. Tatishchev" are:

 

  • Publication of manuscripts reflecting the results of original open research works, theoretical and experimental research;

  • Publication of manuscripts highlighting the state-of-the-art in certain fields of science and technology;

  • Publication of proceedings of scientific conferences, symposia, meetings and information about Russian and foreign scientific schools;
